If the cargo location needs to be changed and the final port remains the same you need to QUE Cargo Release update.
If the final port is changed you need to follow the instructions under Update Port of Entry.
If the Cargo was not released previously and you had a message ADMISSIBLE, you need to QUE Cargo release replace. Please remember that replacement is not momentarily, it requires a human to review and approve the replacement. So if you get the message REPLACE REQUEST PENDING you need to wait.
