CPCS (The U.S. Consumer Product Safety Commission)

 

The U.S. Consumer Product Safety Commission (CPSC) is implementing a significant change to how product safety information is submitted at the time of importation. Beginning July 8, 2026, importers of CPSC‑regulated consumer products will be required to electronically file Certificate of Compliance (CoC) data at entry.  This update does not change which products require testing or certification. Instead, it modernizes the process by which certificate data is transmitted to CPSC and U.S. Customs and Border Protection (CBP) and phases out the long‑standing practice of providing test certificates only upon request.

 

All importers of regulated consumer products should begin preparing now to ensure uninterrupted entry into the United States.

What Products Require Certification:

Finished consumer products

Subject to a consumer product safety rule, ban, standard, or regulation

Imported for consumption or warehousing

Distributed in commerce

What the New eFiling Program Requires                                                                                     

Electronic submission of CoC data to CBP via the PGA Message Set at the time of entry (will be uploaded to SMS Shell production June 24th)

Creation and maintenance of a CPSC Product Registry Business Account

No change to which products require a CoC—only how certificate data is transmitted

CPSC will use the data to enhance targeting and risk assessment, which may reduce examinations for compliant importers

Voluntary Participation Now Open

CPSC is currently accepting participants for the voluntary phase of eFiling. Importers may self‑register through an expedited process designed to increase participation and reduce wait times. Registration will close once the 2,000‑participant limit is reached.

Key Dates

Even if you do not participate in the voluntary stage, we strongly encourage you to review your product lines, identify affected items, and ensure all CPSC compliance requirements are met well in advance of the mandatory implementation date.
